Opinions on Issues Related to the Housing Provident Fund Treatment for Hong Kong, Macao and Taiwan Residents Working in the Mainland (JianJin [2017] No. 237)

The Ministry of Housing and Urban-Rural Development, the Ministry of Finance, the People's Bank of China, Hong Kong and Macao Affairs and the Taiwan Affairs Office of the State Council proposed measures to facilitate Hong Kong and Macao residents in applying for housing provident fund and individual housing loans in the Mainland.

Abstract

The Ministry of Housing and Urban-Rural Development, the Ministry of Finance, the People's Bank of China, Hong Kong and Macao Affairs Office of the State Council and the Taiwan Affairs Office of the State Council proposed the following measures to facilitate Hong Kong, Macao and Taiwan residents ("the residents")' application for housing provident fund:

  • the housing provident fund regulations and application procedures for the residents shall be consistent with those for Mainland employees;
  • same as the Mainland employees, the residents can withdraw the deposited housing provident fund and apply for individual housing loans;
  • the residents can transfer the funds across provinces in the Mainland; and
  • administration and application procedures of housing provident fund shall be simplified to enhance the efficiency.
