Previously, Taiwan, Hong Kong and Macao residents were required to obtain work permits to work in the Mainland. This circular removes the work permit requirement for this group which means they would no longer be subject to similar restrictions and requirements imposed on other foreigners working in the Mainland.
In GuoFa [2018] No.28 ("the Circular") published on 28 July 2018, the State Council has confirmed the abolition of 11 administrative licences ("the abolishment").
The abolition includes approvals for work permits for employment in Mainland for residents from Taiwan, Hong Kong and Macao.
Taiwan, Hong Kong and Macao residents were previously required to obtain work permits for employment in the Mainland. This Circular removes the work permit requirement which means Taiwan, Hong Kong and Macao residents would no longer be subject to similar restrictions and requirements imposed on other foreigners working in the Mainland. Further, the Circular requested the Ministry of Human Resources and Social Security to formulate implementation measures for Taiwan, Hong Kong and Macao residents regarding employment services, social security insurance, unemployment registration and labour rights protection in the Mainland.
