Notice from the Department of Science and Technology of Guangdong Province on launching the application for the 2018 "Yuehai Zhiqiao Subsidy Scheme"

The Department of Science and Technology has issued the above notice on 7 November 2018, offering subsidies to institutions that have successfully introduced overseas talents in Guangdong Province and employers that have introduced overseas talents through human resources service agencies. Overseas talents include various talents with A or B Superior Talent Cards and other urgently-needed talents.

Abstract

The Department of Science and Technology has issued the above notice on 7 November 2018.

The Scheme is applicable to the following overseas talents:

1. Various talents with A or B Superior Talent Cards

2. Highly skilled talents who have won national or international competitions or hold international professional certifications

3. Other urgently-needed talents with annual salary no less than RMB 800,000.

The subsidy is targeted to 2 talent categories, including institutions who have successfully introduced overseas talents to Guangzhou Province and employers that have introduced overseas talents through human resources service agencies.

I. Institutions who have successfully introduced overseas talents to Guangzhou Province

Institutions are required to fulfill all of the following:

• Referred overseas high-level talents and technical personnel that fall within the eligible talent pool to employers in Guangzhou, and provided that the talents were successfully recruited
• Institutions including recruitment and headhunting agencies from the Mainland and overseas, overseas talent workstations, and other social organizations registered with the Ministry of Civil Affairs.

Eligible subsidy:

• Institutions will be granted subsidies ranging from RMB 20,000 to RMB 200,000 for every talent introduced.

II. Employers that have introduced overseas talents through human resources service agencies

Employers are required to fulfill all of the following:

• Companies which are not state institutions or entities governed by the Civil Servant Law
• Companies who have successfully recruited overseas high-level talents and technical personnel within the eligible talent pool through human resource service Mainland or overseas institutions

Eligible subsidy:

• One-off subsidy of 30% on the recruitment costs at a maximum of RMB 80,000.
