Notice from the People's Government of Jiangmen on issuing the "Measures of Jiangmen City on Further Promoting the Reform of the Household Registration System" (Jiang Fu [2018] No. 26)

The People's Government of Jiangmen City issued the above Measures on 20 November 2018. In order to attract non-registered persons to move to Jiangmen city, the Measures proposed 5 policies to optimise the household registration transfer policy, mainly including "Talent attraction", "Stable residence, employment and entrepreneurship", "Higher education student admission" and "Settlement of foreigners, Chinese of foreign nationalities, overseas Chinese, residents from Hong Kong, Macao and Taiwan". The Measures will be effective from 1 January 2019.

Abstract

The People's Government of Jiangmen City issued the above Measures on 20 November 2018. In order to attract non-registered persons to move to Jiangmen city, the Measures proposed 5 policies to optimise the household registration transfer policy, mainly including "Talent attraction", "Stable residence, employment and entrepreneurship", "Higher education student admission" and "Settlement of foreigners, Chinese of foreign nationalities, overseas Chinese, residents from Hong Kong, Macao and Taiwan". The Measures will be effective from 1 January 2019.

Non-registered persons can apply to transfer their household registration to Jiangmen through the following avenues:

Household transfer for talents

1. Work relocation household transfer:

  • Civil servants, government employees or employees of public institutions can apply for household status in Jiangmen. The household registration of their spouses, unmarried children and parents can also be transferred in;
  • Graduates from higher education institutions who are employed as civil servants or employees of state-owned enterprises can have their household registration transferred to their work location.

2. Persons who meet one of the following conditions can apply to transfer their household registration (and that of their spouses, unmarried children and parents) to Jiangmen:

  • High-level talents recognised by the Human Resources and Social Security Department;
  • Persons with a college degree or above, a junior or higher professional title, or a junior or above professional qualification; or
  • Persons recognised by the Human Resources and Social Security Department as talents that are in shortage.

3. Talents can also apply to transfer household registration to Jiangmen for reasons of stabilising residence, employment or the running of businesses. The household registration of their spouses, unmarried children and parents can also be transferred in. Specific conditions are as follows:

  • Persons who have been legally and stably employed in Jiangmen city area for more than half a year and have a legal and stable place of residence, and who have participated in social insurance in accordance with relevant laws and regulations for more than half a year;
  • Entrepreneurs who have run their businesses (for which business licence or other registration documents have been obtained) for more than half a year, and who have a legal and stable place of residence and pay social insurance;
  • Persons who have a legal and stable place of residence in Jiangmen.

Household transfer for college and university enrolment

Non-Jiangmen registered students who are admitted to colleges or universities (including technical schools) in Jiangmen can, at the time of admission, apply to transfer their household registration to Jiangmen. The records will be kept by the police authority at the location of the school. After their graduation, the students can apply to transfer their household registration out of Jiangmen according to relevant laws and regulations.

Household transfer for foreigners, foreign Chinese, overseas Chinese, Hong Kong/Macau/Taiwan residents

Approved foreigners, persons without nationality, foreign Chinese, overseas Chinese and residents of Hong Kong, Macau and Taiwan who will permanently reside in Jiangmen can apply for household registration.
