The Zhuhai Human Resources and Social Security Bureau has issued the above on 21 November 2018. The support scheme is not restricted to nationality, registered address or identity; eligible applicants can be awarded a maximum of RMB 2 million for the talent prize, a maximum of RMB 6 million for housing allowance, the "Zhuhai superior talent card", and various preferential services including settlement, industrial and commercial registration, taxation, entry and exit, children's education, house purchase, medical and public culture, etc. The measures are effective from 21 November 2018 and are valid for 5 years.
The Zhuhai Human Resources and Social Security Bureau has recently issued the above implementation measures, effective from 21 November 2018 for 5 years.
The implementation measures are applicable to enterprises legally registered in Zhuhai and have an independent legal status, public institutions, innovative R&D institutions, social groups and private non-enterprise units ("Employers"). Eligible high-calibre talents may enjoy preferential benefits that are not restricted to nationality, registered address or identity.
Selection criteria
High-calibre talents should possess the criteria listed in the implementation measures, and are allocated into 4 categories (i.e. Top–notch talents, category 1 talents, category 2 talents and category 3 talents) according to performance and ability.
1. Abidance by the law, uphold integrity, maintain good health, having good moral standards, strict work ethic, pragmatic, teamwork and cooperative spirit.
2. Top–notch talents are not restricted by age; category 1 talents are generally under the age of 60, category 2 talents under 55 and category 3 talents under 50. The age limit will be further relaxed for those who have made special contributions.
3. The applicants' high work achievements and their professional skills are closely related to their basis of application. Moreover, their professional skills are well regarded in their industry.
