Implementation Measures for Nurturing Youth Talents in Zhuhai Municipality

The Ministry of Human Resources and Social Security of Zhuhai Municipality has set forth the "Implementation Measures for Nurturing Youth Talents in Zhuhai Municipality" on 21 November 2018. Eligible youth talents may enjoy preferential treatment including a RMB 200,000 reward, application for joint property ownership, superior talent residences or public rental housing and the right to obtain the "Zhuhai Superior Talent Card". The measures are effective from 21 November 2018 and are valid for 5 years.

Abstract

The Ministry of Human Resources and Social Security of Zhuhai Municipality has set forth the "Implementation Measures for Nurturing Youth Talents in Zhuhai Municipality", effective from 21 November 2018 for 5 years.

The implementation measures are applicable to enterprises legally registered in Zhuhai and have an independent legal status and innovative R&D institutions ("Employers"). Eligible high-calibre talents may enjoy preferential benefits that are not restricted to nationality, registered address or identity.

Selection criteria

Youth talents should possess the following criteria:

1. Abidance by the law, uphold integrity, maintain good health, having good moral standards, strict work ethic, pragmatic, teamwork and cooperative spirit.
2. Aged 40 or below.
3. Working full-time in Zhuhai, paying individual income tax or social insurance in accordance to the local law, and having signed a labour contract for 3 years or more.
4. Annual salary over RMB 200,000.
5. Possesses one of the following criteria:
   1. 5 years or above experience in technological research & development, and have obtained research transformation and achievement that has shown improvement in product quality in the past 5 years.
   2. Taken a management role for up to 3 years with good performance, and have made strong contributions to the growth and product transformation and enhancement to the enterprise
   3. Won one of the top three prizes in national or equivalent level innovative start-up competitions in the past 5 years (only one applicant per team allowed for the talent scheme); was a core team member and won the top prize in a provincial level or equivalent innovative start-up competition or the committee member and won a second prize; or a committee member and won the first prize in a municipal level innovative start-up competition.

Eligible youth talents may enjoy preferential treatment including a RMB 200,000 reward, application for joint property ownership, superior talent residences or public rental housing and the right to obtain the "Zhuhai Superior Talent Card".
