Notice from the Office of the People's Government of Foshan on Amending the Implementation Measures on Admitting the Children of Non-Local Habitual Residents into Compulsory Education Public Schools in Foshan (Fo Fu Ban [2019] No. 11)

The Office of the People's Government of Foshan issued the amended “Implementation Measures for admitting the children of non-local habitual residents into compulsory education public schools in Foshan” on 12 April 2019 (“the Measures”). The Measures are effective from 12 April 2019 and valid till 12 April 2024. With immediate effect, non-local habitual residents with migrant children reaching the school age, having valid identity proof, with either both or one parent being a local resident may apply for compulsory education public schools in Foshan.
Abstract
The Office of the People's Government of Foshan issued the amended “Implementation Measures for admitting the children of non-local habitual residents into compulsory education public schools in Foshan” on 12 April 2019 (“the Measures”). The Measures are effective from the date of issuance and is valid till 12 April 2024.
The general principles of the Measures include the following:
- Non-resident children and youths who have reached the school age may apply for compulsory education public schools in Foshan. They may be classified into policy-based and general transient students.
- Applications for policy-based transient students for entry to compulsory education public schools will be coordinated and implemented by the education administrative department; while the assessment for admission points for general transient students will be coordinated and implemented by the non-household resident affairs office.
- Provided that all children and youths at the school age meet the local household requirement, the education administrative department will assign them to compulsory education public schools according to each school's admission status, and on the basis that policy-based transient students takes priority over general transient students.
- The education administrative department of each respective district and town will properly assign admission places to applicants for first-year compulsory education public school (primary one or form one) who meet the policy-based transient student criteria based on their location, and will ensure their places are secured.
- The non-household resident affairs office will assign admission places to applicants for first-year compulsory education public school who meet the general transient student criteria according to each school's admission status, and will rank the school-aged children and youths based on the admission point system.
