Notice from the People's Government of Guangdong Province on issuing Implementation Measures for Strengthening Innovation and Entrepreneurship Bases for Hong Kong and Macao Youths (YueFuHan [2019] No. 122)

The People's Government of Guangdong Province issued the "Implementation Measures for Strengthening Innovation and Entrepreneurship Bases for Hong Kong and Macao Youths" on 8 May 2019 ("the Measures"). The Measures mainly include setting up innovation and entrepreneurship bases for youths in the free trade zones in Nansha Area of Guangzhou, Nansha Area of Shenzhen and the Hengqin Area of Zhuhai in 2020, and at least one innovation and entrepreneurship base for Hong Kong and Macao youths in each of the 9 cities within the Pearl River Delta in 2025.
Abstract
The People's Government of Guangdong Province issued the "Implementation Measures for Strengthening Innovation and Entrepreneurship Bases for Hong Kong and Macao Youths" on 8 May 2019 ("the Measures"). The Measures mainly include the following:
- Setting up innovation and entrepreneurship bases for youths for Hong Kong and Macao youths in each of the free trade zones in Nansha Area of Guangzhou, Nansha Area of Shenzhen and the Hengqin Area of Zhuhai by 2020.
- Setting up at least one innovation and entrepreneurship base for Hong Kong and Macao youths in each of the 9 cities within the Pearl River Delta by 2025.
- Extending preferential policies, such as the Hong Kong and Macao science and technology innovation fund, to Hong Kong and Macao youths with business start-ups in Guangdong.
- Promoting the mutual recognition of professional qualifications in Guangdong, Hong Kong and Macao under the CEPA framework.
- Setting up fund of funds and feeder funds supporting Hong Kong and Macao youths in start-up businesses as well as covering the full entrepreneurship cycle.
- Encouraging core enterprises, colleges, scientific research institutions and social forces from Guangdong, Hong Kong and Macao to consolidate various resources to set up innovative start-up incubators for Hong Kong and Macao youths.
- Encouraging collaboration between Guangdong, Hong Kong and Macao to establish technological achievement and transformation platforms, such as a national base for scientific and technological achievement incubation.
- Supporting Hong Kong and Macao youths with financial ability who fulfil the home purchase criteria to purchase commodity housing.
- Strengthening the establishment of hotlines for Hong Kong and Macao youths, and setting up an integrated service platform for Hong Kong and Macao youths.
- Improving transportation convenience between Hong Kong and Macao innovative youths, exploring the collaboration between Hong Kong and Macao telecommunication operators in issuing designated cards, facilitating "co-location" in telecommunication between the 3 regions.
- Actively encourage Hong Kong and Macao social organisations and groups, to implement exchange cooperation projects for Guangdong, Hong Kong, Macao and Taiwan youths.
- Attracting more Hong Kong and Macao youths to introduce their projects to Guangdong in competitions and exchange development.
- Fully utilising various promotion platforms and related channels in Hong Kong and Macao, and attracting outstanding youths from Guangdong, Hong Kong and Macao to build innovative start-up clusters.
