“Action Plan to Leverage Guangzhou's Strength as a National Core City to encourage Hong Kong and Macao Youths to develop their career in Guangzhou”

The Guangzhou Municipal Government published the “Action Plan to Leverage Guangzhou's Strength as a National Core City to encourage Hong Kong and Macao Youths to develop their career in Guangzhou” (“the Action Plan”) on 30 May 2019, which takes effect from 1 June 2019. The Action Plan mainly targets Hong Kong and Macao SAR residents aged between 15 and 44. The Action Plan mainly includes deepening exchange between Guangzhou and Hong Kong youths, supporting their study and research, internship and employment, innovative entrepreneurship, strengthening housing, education and medical welfare and providing professional social services.
Abstract
The Guangzhou Municipal Government published the “Action Plan to Leverage Guangzhou's Strength as a National Core City to encourage Hong Kong and Macao Youths to develop their career in Guangzhou” (“the Action Plan”) on 30 May 2019, which takes effect from 1 June 2019. The Action Plan mainly targets Hong Kong and Macao SAR residents aged between 15 and 44.
The Action Plan mainly includes the following:
- Arranging 1,000 youths from Hong Kong and Macao to take part in exchanges in Guangzhou;
- Supporting youths from Hong Kong and Macao to join study tours to Guangzhou, with a target of 100,000 youths visiting Guangzhou in 3 years;
- Setting up a bursary awarding outstanding students from Hong Kong and Macao studying in Guangzhou secondary schools, and subsidising youths from Hong Kong and Macao to take part in study courses in Guangzhou;
- Students with Mainland Travel Permit for Hong Kong and Macau Residents who study in Guangzhou may enjoy the same transportation and travel ticket benefits as local students from the Mainland;
- Launching a recruitment scheme for youths from Hong Kong and Macao, setting aside at least 3,000 job vacancies from state-owned enterprises and private foreign invested enterprises per year for university graduates from Hong Kong and Macao;
- Offering subsidies for the Individual Income Tax (“IIT”) differences to Hong Kong and Macao high-level talents and talents in short supply who are working in Guangzhou, with the subsidy portion exempt from IIT;
- Setting up 10 entrepreneurship and innovation model bases for youths from Hong Kong and Macao, offering RMB 1 million operating subsidy each year;
- Supporting a batch of innovative youth talents from Hong Kong and Macao per year, offering RMB 100,000 to RMB 500,000 financial subsidy and resource support to each innovative project;
- Developing 1,000 housing units for talents from Hong Kong and Macao, encouraging eligible Hong Kong and Macao youths to rent, and offering rental subsidies to those who have not benefitted from any housing policies;
- Optimising the education policy of Hong Kong and Macao residents sending their children for compulsory education and secondary school education, and eligible persons may enjoy the benefits offered to students in Guangzhou;
- Providing convenience to Hong Kong and Macao doctors for practicing in Guangzhou, and exploring the development of new cooperative pilot zones to facilitate cross-border transfer between medical institutions;
- Setting up entrepreneurship and innovation employment service centres in Guangzhou for youths from and Hong Kong and Macao, and employing consultants and contact persons who are Hong Kong and Macao nationals; and
- Supporting youth organisations from Hong Kong and Macao to set up representative offices in Guangzhou, offering one-stop services for Hong Kong and Macao youths in entrepreneurship and employment.
