Notice from the Zhongshan Municipal Government on the issuance of the “Working Plan to Strengthen Business Start-up and Innovative Demonstrative Bases for Hong Kong and Macao Youths” (Zhong Fu Han [2019] No. 239)

The Zhongshan Municipal Government issued the “Working Plan to Strengthen Business Start-up and Innovative Demonstrative Bases for Hong Kong and Macao Youths” on 6 June 2019. Specific measures include allowing Hong Kong and Macao youths with business start-ups in Zhongshan may enjoy equal start-up training, employment, rental subsidy benefits. Eligible Hong Kong and Macao youths may receive housing subsidy and be included in the scope for security of tenure in Zhongshan.
Abstract
The Zhongshan Municipal Government issued the “Working Plan to Strengthen Business Start-up and Innovative Demonstrative Bases for Hong Kong and Macao Youths” on 6 June 2019.
Specific measures include the following:
- Hong Kong and Macao youths with business start-ups in Zhongshan may enjoy the same start-up, employment and rental subsidy benefits as local residents;
- Extending the scope of beneficial policies such as the Hong Kong and Macao Technology and Innovation Fund and Youth Development Fund to be available for Hong Kong and Macao youths with business start-ups in Zhongshan;
- Setting up a “One-Stop Service Window for Hong Kong and Macao Talents”, in order to provide professional services to Hong Kong and Macao youths;
- Implementing various beneficial policies to encourage the development of innovation and investment, and developing a comprehensive risk indemnity system for angel investors;
- Implementing loan securitisation and interest subsidy policies for start-up businesses, offering loans and interest subsidies to eligible Hong Kong and Macao youths with start-up businesses in the demonstrative bases;
- Supporting eligible Hong Kong and Macao youths in the rental of talent housing;
- Encouraging towns and districts with potential to provide rental subsidies to support Hong Kong and Macao youths in buying commercial houses in Zhongshan;
- Lowering the investment threshold for certain Hong Kong and Macao enterprises, facilitating the “Separation of Operating Permits and Business Licenses” reform, promoting the application of electronic business licences, introducing tax filing convenience measures, and shortening the time required for enterprise setup;
- Strengthening the setting up of the 12355 hotline for Hong Kong and Macao youths, and providing them with consulting services such as employment guidance and entry and exit matters;
- Providing travel convenience for Hong Kong and Macao youth entrepreneurs, supporting the opening up of an transportation channel for accelerated connection for innovation and entrepreneurship bases in the Zhuhai-Macao and Zhongshan ports; and
- Organising exchange activities and innovation competitions for Guangdong, Hong Kong and Macao youths on a regular basis.
