Notice on Implementation Measures of Promoting Hong Kong and Macao Talents Innovation and Entrepreneurship in Dongguan Songshan Lake High-tech Zone (Song Shan Hu Fa [2019] No.10)

The Dongguan Songshan Lake High-tech Zone Administrative Committee issued a Notice on Implementation Measures of Promoting Hong Kong and Macao Talents Innovation and Entrepreneurship in Dongguan Songshan Lake High-tech Zone on 11 July 2019. Eligible Hong Kong and Macao talents can enjoy a maximum of RMB30,000 employment subsidy for the newly introduced talents in the zone and a subsidy of RMB 50,000. For eligible Hong Kong and Macao talents who have been employed for more than one year in Dongguan, their children can enjoy the same education admission as the children of Dongguan residents. The "Implementation Measures" came into effect on 11 July 2019 and is valid until 31 December 2020.
Abstract
The Dongguan Songshan Lake High-tech Zone Administrative Committee issued a notice on “Implementation Measures on Promoting Hong Kong and Macao Talents in Innovation and Entrepreneurship in the Dongguan Songshan Lake High-tech Zone” (“the Measures”) on 11 July 2019.
Specific measures include the following:
- Eligible Hong Kong and Macao talents can enjoy a maximum of RMB30,000 employment subsidy for the newly introduced talents in the zone and a living subsidy of RMB 50,000.
- Eligible professional technical managers, Hong Kong and Macao talents working in the innovative start-up bases, as well as talents from the Mainland and overseas working in innovative start-up businesses within the bases for up to a year may be rewarded RMB 100,000 each;
- Providing subsidies to interns and work subsidies to Hong Kong and Macao innovative start-up businesses, in order to encourage them in recruiting Hong Kong and Macao students and employees;
- Offering subsidies for the Individual Income Tax (“IIT”) differences to Hong Kong and Macao talents working in innovative start-up businesses;
- Subject to the approval of the in-charge department of the Dongguan Songshan Lake High-tech Zone (“the Zone”), innovative start-up projects by Hong Kong and Macao talents in the Zone may be receive a start-up reward at a maximum of RMB 200,000;
- Innovative start-up projects by Hong Kong and Macao talents may granted a subsidy for renting office premises at a maximum of RMB 6,000;
- For Hong Kong and Macao talents setting up innovative start-up businesses and organising training courses, eligible businesses may receive a maximum of RMB 100,000 training subsidy per year;
- Hong Kong and Macao talents whose projects have been awarded prizes in national, provincial and municipal level innovative and start-up competitions, as well as Hong Kong and Macao talents who have been awarded prizes in innovative and start-up competitions may be rewarded a maximum of RMB 500,000 for each project;
- Eligible Hong Kong and Macao talents may enjoy rental subsidies and cross-border transportation subsidies; and
- For eligible Hong Kong and Macao talents who have been employed for more than one year in Dongguan, their children can enjoy the same education admission as the children of Dongguan residents.
The Measures came into effect on 11 July 2019 and is valid until 31 December 2020.
