The Guangzhou Huangpu People's Government and Guangzhou Development District Management Committee jointly issued a notice on measures promoting mutual recognition and interoperability of intellectual properties in Guangdong-Hong Kong-Macao (Trial) on 26 November 2019. There are 10 articles in the measures, which include supporting recognition conditions, promoting service integration, encouraging arbitration and mediation, strengthening rights protection cooperation, establishing intellectual properties financial supermarkets, providing guarantees, promoting financial leasing, conducting securities financing and strengthening industry interactions and achieving equal recognition. Targets include enterprises or companies established within Huangpu District, Guangzhou Development District and its entrusted management and area or patents, trademarks and copyrights held by Hong Kong or Macao residents who work in the area as the first owner of the intellectual property. Applicants who meet the requirements can enjoy different levels of cash rewards and support. The measures came into force on 26 November 2019 and will expire on 25 November 2022, with a validity of three years.
