In order to implement the “Measures for the Promotion of Mutual Recognition and Inter-communication of Intellectual Property Rights between Guangdong, Hong Kong and Macao in Guangzhou Huangpu District, Guangzhou Development Zone” (Sui Pu Fu Gui [2019] No.29), the Guangzhou Development Zone Intellectual Property Administration has issued the “Implementation Rules for the Measures for the Promotion of Mutual Recognition and Inter-communication of Intellectual Property Rights (Trial) between Guangdong, Hong Kong and Macao in Guangzhou Huangpu District, Guangzhou Development Zone” on 14 April 2020. The implementation rules set out the conditions for qualified enterprises, individuals or institutions that can enjoy the supporting measures and the procedures for the recognition of qualified intellectual property rights in Hong Kong, Macao or Singapore. The specific measures clearly provide service institutions with incentives for settlement and qualifications for intellectual property practitioners, specify subsidies to support intellectual property arbitration, encourage the cultivation of arbitration and mediation talents, strengthen mediation mechanisms, establish intellectual property financial supermarkets and strengthen industry interaction to promote mutual recognition and inter-communication of intellectual property rights between Guangdong, Hong Kong and Macao. The implementation rules also propose specific measures for granting subsidies to related companies involved in intellectual property guarantee financing, intellectual property financing and leasing and intellectual property securitization financing, etc. The rules came into force on 14 April 2020 and would be valid until 25 November 2022.
