The Guangzhou Municipal Market Supervision and Administration Bureau has issued a notice on promoting the facilitation of the registration of foreign-funded enterprises on 12 June 2020. The opinions put forward a number of specific measures to facilitate the registration of foreign-funded enterprises from 8 major directions, including allowing the use of foreign investors' names or trade names in the name of the enterprise, allowing the enterprise to express its business scope autonomously, simplifying the requirements for registration application materials, implementing simultaneous transfer of types between domestic and foreign enterprises, realizing simple and fast review process, achieving the integration of business archive filing and registration, encouraging the transformation of resident representative offices of foreign enterprises into enterprises and promoting “cross-border communication” in commercial services. Among them, the opinions point out that natural persons from Hong Kong, Macao and Taiwan with ID cards, Mainland Travel Permits for Hong Kong and Macao residents, Mainland Travel Permits for Taiwan residents and other identification documents or residents of Hong Kong, Macao and Taiwan with “Talents Green Card of Guangzhou Municipality” can directly register. Moreover, it clearly implements the “cross-border communication” of business registration, actively serves the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the “Belt and Road Initiative” and relies on the “electronic artificial intelligence + robot” full electronic business registration model. The opinions came into force on 12 June 2020 and would be valid until 12 June 2025.
