The Huizhou Science and Technology Bureau has issued support measures for promoting the development of new R&D institutions on 7 August 2020. The measures revise the document “Hui Shi Ke Zi [2019] No.112” and further optimizes the qualification conditions and scope of support for new R&D institutions. In addition to setting out the procedures for application, review, publicity and certification, the measures also revise the methods, amounts and standards of rewards and subsidies for new R&D institutions. Among them, the method also proposes to promote the establishment of new R&D institutions in Huizhou in the form of industry-university-research cooperation by governments, enterprises, social organizations, prestigious universities and scientific research institutions at all levels, encourage the introduction of Hong Kong and Macao innovative resources, participate in the development of an international innovation and technology hub in the Guangdong-Hong Kong-Macao Greater Bay Area and encourage large-scale enterprises to establish new R&D institutions such as enterprise research institutes.
