The General Office of the State Council issued on 22 October 2002 the pilot measures for Hong Kong and Macao legal practitioners to obtain Mainland practice qualifications and to practise as lawyers in the nine Pearl River Delta municipalities in the Guangdong-Hong Kong-Macao Greater Bay Area (the measures). According to the decision on authorising the State Council on the implementation of pilot measures for Hong Kong and Macao legal practitioners to obtain Mainland practice qualifications and to practise as lawyers in the nine Pearl River Delta municipalities in the Guangdong-Hong Kong-Macao Greater Bay Area, the State Council is authroised to carry out trial work in the cities of Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing such that eligible Hong Kong and Macao legal practitioners are allowed to practise in specific areas of Mainland law upon passing specific test and obtain the practice qualifications. The measures specify the procedures for applying for the test and certificate, business scope, practice management, as well as the organisation and implementation of the trial work. The measures will be implemented on a three-year pilot basis with effect from its date of issue.
