The Secretariat of the General Office of the Guangzhou Municipal People’s Government (“the authority”) issued the “Guangzhou Municipal Social Securities Card Administrative Measures” (“the Administrative Measures”) on 31 December 2021. The authority announced that social security cards would be issued to persons including eligible non-residents without permanent resident registration in the Guangzhou Municipality. Public can refer to Chapters 2 and 3 for the methods of application, usage and replacement, etc. The Administrative Measures would be effective from 1 February 2022.
