On 6 September 2022, the Authority of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality issued the “Administrative Measures for Supporting New Research & Development Institutions (Interim)”. The measures consist of 6 chapters with a total of 17 articles, including support criteria, support policies, responsibility and supervision etc. The measures support enterprises, Hong Kong and Macao high education institutions or R&D centres to establish new R&D institutions in the Qianhai Cooperation Zone, and each institution is entitled to enjoy an annual support fund not exceeding RMB 10 million in accordance with the measures. The applicant shall undertake in writing not to change its place of registration, actual place of operation and tax relationship out of the Qianhai Cooperation Zone within 5 years from the date of enjoying the support policy. The Qianhai Administrative Bureau will no longer provide policy support to those enterprises relocating in advance. The measures came into effect on 6 September 2022 and shall be valid for 3 years.
