On 23 September 2022, the Office of the People’s Government of Foshan issued the “14th Five-Year Plan for Energy Development in Foshan” (the “Plan”). The Plan consists of 6 chapters, including overall requirements and objectives, key tasks, and measures. The Plan proposes to strengthen energy infrastructural connectivity and deepen the development cooperation among the energy industry, including accelerating the construction of the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”), introducing and fully consuming the clean energy and electricity outside the GBA and cooperating with relevant Guangdong-Hong Kong-Macao joint laboratories and provincial key laboratories.
