The State Council issued the “Regulations on Promoting the Development of Individual Industrial and Commercial Households” (the “Regulations”) on 1 October 2022. The State Council enacted these regulations for the purpose of safeguard the legitimate rights and interest of individual industrial and commercial households. Article 37 states that Chinese citizens who are permanent residents of the Hong Kong Special Administrative Region, may register as individual industrial and commercial households in accordance with the relevant state regulations. The Regulations shall be effective from 1 November 2022.
