On 8 October 2022, the Guangzhou Customs District of the People’s Republic of China issued the “48 Detailed Measures to Support Guangzhou Nansha in Deepening the Comprehensive Cooperation Among Guangdong, Hong Kong and Macao Towards the World” (the “Measures”). The Measures consist of 4 main chapters, which include promoting convenience and mobility in the Greater Bay Area and strengthening connections of rules and regulations among Guangdong, Hong Kong and Macao. The Measures support free flow of cross-border research materials, including expediting the inspection and release of products and samples required for scientific research, testing and certification inspection by Hong Kong or Macao scientific research institutions provided that an Exemption from Compulsory Product Certification is issued by market administration authorities. In addition, the Measures strengthen cooperation among Guangdong, Hong Kong and Macao in the terms of intellectual property protection and law enforcement and fully support Guangzhou Nansha to deepen the comprehensive cooperation among Guangdong, Hong Kong and Macao.
