Notice of the General Office of the State Council on Issuing the “Special Action Plan on Conversion and Utilization of Patents (2023- 2025)” (Guo Ban Fa [2023] No.37)

On 17 October 2023, the General Office of the State Council issued the “Special Action Plan on Conversion and Utilization of Patents (2023- 2025)” (“the Plan”). The Plan proposed to leverage the demonstration and leading role of pilot free trade zones and free trade ports, promoting high-level opening-up of systems, continuously expanding intellectual property rights trade, and encouraging overseas patentees and foreign-invested enterprises to transform and apply patented technologies according to the market-oriented principle of voluntariness and equality.
