On 8 November 2023, the Authority of Qianhai of the Shenzhen Municipality issued the “Various Measures of the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone for Promoting the Cluster Development of Qianhai Global Service Providers” (“the Measures”). The Measures proposed to attract global service providers that play a significant or guiding role in Shenzhen-Hong Kong cooperation and industrial development and enter into cooperation agreements with them upon approval from the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. In addition, the Measures specified that to deepen the Shenzhen-Hong Kong cooperation, Hong Kong enterprises will be given priority to settle in Qianhai in accordance with relevant provisions. The Measures will be effective from 8 November 2023 and be valid until 31 December 2025.
