On 1 April 2024, the Science and Technology Bureau of Huizhou Municipality issued the “Administrative Measures for New Research and Development Institutions in Huizhou Municipality” (“the Measures”). The Measures propose to jointly establish new research and development institutions, which will be evaluated and approved by the municipal government through individual assessments and discussions. The joint research and development institutions will be carried out by organizations that possess leading innovative resources and research and development capabilities domestically and internationally. In addition, the eligible organizations should be ranked within the top 500 in the Times Higher Education World University Rankings or the QS World University Rankings in the past 2 years. The Measures will come into effect on 1 May 2024 and will be valid for 5 years.
