On 3 June 2024, the Management Committee of Guangzhou Development Zone and the People’s Government of Huangpu District of Guangzhou Municipality issued the “Action Plan for Building a Provincial Business Environment Reform in the Guangzhou Development Zone and the Huangpu District of Guangzhou Municipality” (“the Plan”). The Plan proposed to deepen the integration and alignment of rules and regulations between Hong Kong and Macau, expand the “Pazhou Port - Bioland” development and cross-border vehicle fast-track customs clearance models. In addition, the Plan aimed to cooperate with Hong Kong and Macau on the cross-border application and regulatory supervision of biological samples for scientific research, facilitate hospitals from the Guangzhou Development Zone to be qualified as designated medical institutions under the “Measure of using HK registered drugs and medical devices used in HK public hospitals in Guangdong-Hong Kong-Macao Greater Bay Area”, and promote the information sharing and mutual recognition of rules between Guangzhou, Hong Kong and Macau in terms of government data and credit system construction.
