On 3 July 2024, the Guangdong Provincial Committees of the Communist Party of China and the People's Government of Guangdong Province issued the “Opinions on Supporting Huizhou in Accelerating the Construction of Green and Low-Carbon Industrial System for High-Quality Development in Guangdong” (“the Opinions”). The Opinions propose to build a green and low-carbon industrial system, support Huizhou to build a clean energy centre in Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”), and gradually reduce the proportion of coal consumption by encouraging enterprises to give priority to the use of communal electricity, central heating and natural gas. The Opinions encourage institutions of high education and scientific research to set up research institutes in Huizhou and build a platform for talent cooperation in GBA. The Opinions will be implemented from 3 July 2024.
