On 6 August 2024, the Standing Committee of the Guangdong Provincial People’s Congress passed and issued the “Regulations on the Science and Technology Innovation in Guangdong Province” (“the Regulations”). The Regulations promote the construction of international science and technology innovation centre in the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”) and a comprehensive national science centre in GBA, and encourages the employment of foreign scientific and technological talents by higher education institutions and scientific research institutes. The Regulations improve the mechanism for cross-border financial research funds and encourages higher education institutions and research institutes in Hong Kong and Macao to undertake science and technology programmes. The Regulations will be implemented from 1 October 2024.
