On 11 August 2024, the Central Committee of the CPC and the State Council issued the “Opinions on Accelerating Comprehensive Green Transformation of Economic and Social Development” (“the Opinions”). The Opinions promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Hainan Free Trade Port, foster competitive green and low-carbon enterprises and support enterprises to transform and upgrade traditional industries with digital and green technologies. The Opinions increase funding for the research and development of green and low-carbon technologies for small and medium-sized enterprises (SMEs) and encourage enterprises to participate in relevant national science and technology programmes. The Opinions are effective from 11 August 2024.
