Introduction

The development of the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area) is a key national strategy personally devised, personally planned and personally driven by President Xi Jinping. Its objectives are to, through further deepening co-operation amongst Guangdong, Hong Kong and Macao, leverage the complementary advantages of the three places, take forward the synergistic economic development, develop an international first-class bay area ideal for living, working and travelling, and further enhance the Greater Bay Area’s supporting and leading role in the country’s economic development and opening up.

The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (Outline Development Plan), promulgated by the Central Government in February 2019, points out that Hong Kong is one of the core cities of the Greater Bay Area, serves as core engines for regional development, and will continue to leverage comparative advantages in striving for excellence and achievements, and to strengthen the radiating effect in leading the development of nearby regions. Hong Kong will also consolidate and enhance its status as international financial, transportation and trade centres as well as an international aviation hub, strengthen its status as a global offshore Renminbi business hub, make great efforts to develop the innovation and technology industries, nurture emerging industries, etc., and develop into an international metropolis with enhanced competitiveness.

Hong Kong possesses the institutional strengths of “One Country, Two Systems”, a market-oriented and internationalised business environment underpinned by the rule of law, as well as world-class professional services. Hong Kong also possesses the distinctive advantage of having strong support from the Motherland and close connections with the world. With the staunch support of the Central Government, the Hong Kong Special Administrative Region (HKSAR) Government has been working closely with other cities of the Greater Bay Area under the principle of complementarity, and introduced a number of policy measures in various areas to support Hong Kong residents and enterprises to grasp the opportunities brought about by Greater Bay Area development, as well as to assist Mainland cities of the Greater Bay Area in tapping into international markets, thereby leveraging Hong Kong’s dual roles in “going global and attracting foreign investment”.

Greater Bay Area development is also the best entry point for Hong Kong to better integrate into the overall national development. The HKSAR Government will continue to capitalise on Hong Kong’s strengths to serve the country’s needs and proactively take forward the high-quality development of the Greater Bay Area, so as to make greater contribution to national development.
