There are three types of medical institutions in the Mainland:
- public hospitals: classified into three grades, i.e. Grade 1 – hospitals at the community (street) level; Grade 2 – hospitals at the county (district) level; Grade 3 – hospitals at the municipal level;
- private hospitals: medical institutions established through private funds;
- foreign-owned hospitals: medical institutions established through foreign investment.
All grades of hospitals are categorised under three classes, i.e. A, B and C, upon assessment according to the Management Standards on the Classification of Hospital. There is a special class for Grade 3 hospitals, so hospitals are sorted into ten classes in three grades. “Grade 3, Class A hospitals” are now the highest rank of hospitals in the Mainland, providing high-quality specialist healthcare services and also engaging in teaching and scientific research.

*A large-scale comprehensive public hospital fully funded by the Shenzhen Municipal Government with the introduction of modern management model by the University of Hong Kong, providing comprehensive, professional healthcare services and applying international standards in quality and safety management. The HKSAR Government launched a pilot scheme at the hospital in October 2015 to enable eligible Hong Kong elderly persons to use health care vouchers to pay for the fees of outpatient services provided by designated clinics/departments of the hospital.
