An investment agreement was signed under the framework of the Mainland and Hong Kong Closer Economic Partnership Arrangement between the HKSAR Government and the Ministry of Commerce (“CEPA Investment Agreement”). The CEPA Investment Agreement provides a Mediation Mechanism for Investment Disputes for settlement of an investment dispute arising from an alleged breach of the substantive obligations of the Agreement by one side causing loss to an investor of the other side.
