Any Hong Kong residents holding a valid Hong Kong driving licence can apply for the direct issue of the Mainland driving licence for private car from the Guangdong Public Security Department. The applicant must apply in person at the licensing counter of any of the designated Vehicle Control Offices in Guangdong Province and undergo body check at qualified medical institutes in Guangdong Province. Hong Kong residents who meet the conditions (including those on age and health conditions, etc.) prescribed by the Ministry of Public Security under the State Council may make a first application for driving licence in the Mainland. Applicants should bring along the following to the Vehicle Management Station at their place of residence or stay:

  • an application form for a driving licence of motor vehicle;
  • original and duplicate copies of Hong Kong and Macao Residents Entry and Exit Permit or Home Visit Permit for Hong Kong and Macau Residents;
  • a medical examination report issued by a medical institution at or above the county (district) level in the Guangdong Province;
  • twelve recent photographs used for driving licence (one inch of full frontal face without headdress; in colour with a plain white background; 32mm×22mm; the head taking up around two-third of the photo length; and prescription glasses should be worn for people with eyesight problems), and confirmation of submission of digital photos for Guangdong Province’s motor vehicle driving licence.
An applicant must complete the driving examination in all subjects within the valid period of three years upon obtaining the learner’s driving licence. After an applicant passes the examination, the Vehicle Management Station will make available the motor vehicle driving licence within one working day, and issue the licence after the applicant completes the study on general knowledge of safe and civilised driving as well as cases of traffic incidents, and takes an oath for receiving the licence.
