In the event of loss of Hong Kong and Macao Residents Entry and Exit Permit (commonly known as Home Return Permit) in the Mainland, Hong Kong residents may apply for replacement at the Mainland immigration departments of the public security authorities. Details can be found in the Guidance on Application for Renewal and Reissuance of Hong Kong and Macao Residents Entry and Exit Permits in the Mainland issued by the National Immigration Administration. Those not meeting the conditions to apply for reissuance of Home Return Permit in the Mainland may report the loss to the local public security authorities and obtain proof of that report, and then approach the local immigration department or the China Travel Service’s (CTS) Shenzhen office for the issue of an Entry and Exit Permit to facilitate entry to Hong Kong.

In the event of loss of money or other properties in the nine Mainland cities of the Greater Bay Area, Hong Kong residents should report the loss to the local public security authorities and obtain proof of that report. If further assistance is needed, they may approach the Hong Kong Economic and Trade Office in Guangdong or call the Hong Kong Immigration Department’s 24-hour hotline at (852) 1868.

Starting from 7 November 2016, the Hong Kong Economic and Trade Office in Guangdong (GDETO) provides replacement service of HKSAR Passport for eligible Hong Kong residents who hold a valid Hong Kong Permanent Identity Card. The residents concerned must apply in person for replacement of the lost HKSAR Passport. Upon receipt of an application, GDETO will check the documents and pass the application to the Immigration Department for further handling. After the application is approved, the new Passport will be delivered to the GDETO for issuance. Details on replacement of Passport can be found on:
